Procurement Department


The Procurement Department has two sections namely; Capital and Recurrent, responsible for the procurement of goods, works and services to the Ministry.

Activities/Functions of the Procurement Department

  • Procurement of goods works and services to the Ministry.
  • Ensure that project comply with the Public Procurement Act, 2007 in the implementation of the Ministry’s budget as it affects the award of contract.

 The Procurement department is headed by Engr. Johnson Ogheneruemu Evwierhoma.

Engr. Johnson Ogheneruemu Evwierhoma

Johnson Ogheneruemu Evwierhoma is the Director, Procurement Department. He was born in Kokori, Ethiope East Local Government Area of Delta State, Nigeria on 6th January, 1965.

His primary school education was from 1970 to 1975 in Kokori. Thereafter, he proceeded to Esi College, Warri, where he had his West African School Certificate in 1980. He holds a Bachelor’s Degree in Building Engineering & Design in 1987 from University of Jos, (Makurdi Campus); Master’s Degree in Civil–Structures Engineering from Federal University of Technology, Minna in 2000; Master of Business Administration (MBA) in 2008 from University of Abuja; and Master of Laws in Public Procurement Law & Policy (LL. M) from the University of Nottingham, United Kingdom in 2015.

To obtain the LL. M in Public Procurement Law, he submitted a research project on “Assessment of Supplier Review in Nigeria: An Analysis of Compliance with the Standards of The UNICITRAL Model Law 2011”. His MBA Dissertation was on the Impact of Human Relations Management in selected construction companies in the Federal Capital Territory Abuja. In the field of Engineering, he has researched “Connection Errors in Spanning Joints in Timber Roof Trusses for the M. Eng. Degree; while “Consolidation Characteristics of the Soil of Permanent Site of the University of Jos (Makurdi Campus)” was submitted for the B. Eng. Degree.

He is a member of professional bodies namely: Procurement Professionals Association of Nigeria, 2013 – date; Council for the Regulation of Engineering in Nigeria (COREN), 2006 -date; Nigerian Institution of Structural Engineers (NISTRUCTE), 2005-date; Nigeria Society of Engineers (N.S.E),2002 -date; Council of Registered Builders of Nigeria (CORBON), 1994-date; and Nigerian Institute of Building (N.I.O.B),1992-date.

Engineer Evwierhoma has served in various federal ministries namely: Ministry of Petroleum Resources, 10th March, 2021 till date; Federal Ministry of Women Affairs, 24th July, 2020 – 10th March, 2021; Federal Ministry of Information and Culture, 14th November, 2019 -24th July, 2020; Federal Ministry of Power, 25th November, 2014 -14th November, 2019; Office of Head of Civil Service of the Federation,4th April, 2014 – 25th November, 2014; Federal Ministry of Water Resources, June 2010 – April 2014; Federal Ministry of Defence (Presidential Committee on Barracks Rehabilitation, PCBR), 2002 – June, 2010; and Federal Ministry of Works and Housing, 1991 – 2002.
