Human Resources Department

The Human Resource (HR) Department is one of the seven (7) Common Services Departments in the Ministry. It is headed by a Director (Administration) on SGL. 17 and supported by two (2) Deputy Directors.

The Department is responsible for Appointment, Promotion and Discipline matters of the Ministry.

The Department is responsible for the Capacity Development and Training, Supervision, Evaluation and Welfare of staff of the Ministry.

The Department must be represented at both SSC and JSC meetings of the Parastatals/Agencies on APD matters.

The Director is the Representative of the Ministry on the Governing Council of the Petroleum Training Institute (PTI).

The Director HRM is the Chairman of the Junior Staff Committee and Member/Secretary of the Senior Staff Committee of the Ministry.

 

APOINTMENT, PROMOTION & DISCIPLINE (APD) DIVISION

  1. APPOINTMENT BRANCH
    • Documentation of new staff (i.e. from FCSC, OHCSF, OAGF, BPP etc)
    • Conduct periodic personnel audit (Ministry and Parastatals) and follow-up on the implementation of Personnel Audit Reports
    • Interface on appointments/deployment matters with FCSC, OHCSF, OAGF, BPP etc.
    • Preparing/updating the Nominal Roll of the Ministry.
    • Supervising the activities of the two (2) Registries (Open and Secret).
    • Interface with the Federal Character Commission
    • Interface with Code of Conduct Bureau for Asset Declaration.
    • Handling Ministry’s ID Card Issues
    • Internal deployment of officers within the Ministry.
    • Documentation of NYSC and IT students as well as preparation of their payments
    • Preparation of Manpower planning/budget and its defence in the Office of the Head of the Civil Service of the Federation (OHCSF) to obtain authorized establishment for the year.
  2. PROMOTION BRANCH
    • Conduct promotion for Non-pool staff of the Ministry.
    • Process applications for Conversion, Advancement, Upgrade and Confirmation.
    • Process and recommend staff for promotion under pool offices.
    • Process Appeals and Petitions
  3. DISCIPLINE BRANCH
    • Handles disciplinary matters
    • Prepare disciplinary briefs on erred staff for both senior and Junior Staff Disciplinary Committee meetings
    • Forward the decisions of the Senior Staff Committee on discipline to the Federal Civil Service Commission
    • Serve any erred staff with the decision taken
  4. IPPIS UNIT
    • Process and forward staff requests for salary migration to OAGF and OHCSF
    • Process Salary Variation advise (SVA) and placement on the IPPIS Platform
    • Prepare and forward requests for enrolment on IPPIS platform and Bio-Data capturing to OAGF and FCSC
    • Handle staff verification exercises
    • Interface with FCSC, OHCSF and OAGF on IPPIS matters
      (All these are being done through the IPPIS Go-live)
  5. STAFF WELFARE & TRAINING DIVISION
    1.  STAFF WELFARE BRANCH
      • Handles issues on National Health Insurance Scheme (NHIS);
      • Interface with NHIS, United Health Care International (Ministry’s HMO), other MDAs and NGOs on health, safety and environment.
      • Conduct sensitization workshops on health issues i.e. HIV/AIDS, Stress Management, healthy living etc.
      • Supervise the Ministry Sports Club: Annual FEPSGA Games and other related activities (friendly matches with Parastatals and other MDAs).
      • Process staff application for Housing Loan from Federal Government Staff Housing Loans Board (FGSHLB).
      • Processing of Welfare packages for Staff.
      • Payment of 1st 28 days allowances to newly employed Officers.
      • Facilitate participation of staff for Worker’s Day and Democracy Day activities.
      • Ensure staff participation at the Annual Civil Service Week.
      • Coordinate the monthly Walking and Jogging Activities.
      • Coordinate and supervise Union activities.
    2. TRAINING BRANCH
      • Compile and Collate Training Needs from various Departments/ Units for effective training of staff in the Ministry.
      • Preparation of the Ministry Annual training Work Plan.
      • Coordinate, Supervise and Monitor all trainings for effective Management, evaluation and improvement.
      • Process request for In-Service Training/Scholarship Matters.
      • Handles Technical Aid Training Matters from Partner Countries.
      • Handles HOS Service-Wide Training Programmes e.g. FTC.
      • Liaising with the Ministry’s Parastatals for Capacity Building of Staff.
      • Coordinate Ministry Training.
  6. Labour UNIT
    • Providing first line advisory labour and industrial relation services to Management, Unions and individuals in the Ministry and its Parastatals
    • Assist through mediation and conciliation in the reduction of the number of trade disputes reported to the Ministry of Labour and Employment.
    • Advocacy, sensitization and awareness creation of the importance of the rule of law in industrial relations practices and institutions in the settlement of trade disputes.
    • Nipping in the bud any looming industrial relations crisis that may arise through labour inspection visits.
    • Monitoring industrial relation trends in the Ministry and its Parastatals.
    • Maintenance of the process of social dialogue between Management and workers by ensuring that Collective Bargaining Agreements are negotiated and reached through consensus following established procedures.
    • Ensuring free flow of communication and capacity building for trade union Officials and Management staff in the Ministry towards improving synergy between all the stakeholders in the area of industrial relations monitoring and dispute resolutions.
