The Department of Procurement is one of the Common Service Departments in the Ministry. The Procurement Department has two sections namely; Capital and Recurrent, responsible for the procurement of goods, works and services to the Ministry.
The Department was established as part of the implementation of the Public Procurement Act, 2007. It provides services to all other Departments, Units and Agencies of the Ministry based on extant guidelines on public procurement within the approved thresholds as may be issued by the Bureau of Public Procurement.
Activities/Functions of the Procurement Department of the Ministry of Petroleum Resources
- Procurement of goods works and services to the Ministry.
- Ensure that project comply with the Public Procurement Act, 2007 in the implementation of the Ministry’s budget as it relates to the award of contract.
- Coordination of the Procurement Plan to be prepared by the Ministry’s Procurement Planning Committee.
- Submission of the Procurement Plan to the Bureau of Public Procurement on NOCOPO Portal.
- Secretariat of the Ministerial Tenders Board
- Setting of Procurement time frame in line with provisions of the public procurement Acts, 2007.
- Submission of advert to the media for prequalification, request for proposal, soliciting for quotations and bidding.
- Coordination and submission of quotations for minor value procurement (within Permanent Secretary’s approval threshold).
- Making arrangement for contract agreement signing.
- Preparing documentation for submission to Bureau of Public Procurement for certification and approval of contract award.
- Conveying of award of contract to successful bidders.
- Preparing response to complaints from aggrieved contractors and stakeholders.
- Preparation of all data and information required by the Bureau of Public Procurement
- Ensure Procurement monitoring, evaluation and compliance
- Liaising with stock verifiers and user’s department/units to ensure that works, goods and services delivered are in conformity with specifications and contract terms.
- Disposal of unserviceable items and other government properties designated for disposal in accordance with the provision of Public Procurement Acts, 2007
- Perform any other assignment that may be assigned by the Accounting Officer to enhance performance of the procurement functions.
