PROFILE

Gabriel Tanimu Aduda is the Permanent Secretary, Ministry of Petroleum Resources (MPR), with over two decades of experience spanning public and private sectors leading, managing, and coordinating design and implementation of complex public sector policies and operations.

Prior to joining the MPR, he was the Permanent Secretary Ministry of Foreign Affairs (MFA), where he was conferred the title of Ambassador In-Situ by the President of the Federal Republic of Nigeria, Muhammadu Buhari. While at MFA, Amb.  Aduda led several high level political consultations with several countries discussing issues cutting across political and socio economic sectors. He coordinated the evacuation of Nigerians from Ukraine fleeing the Russian invasion and led the design and development of the first-ever draft Foreign Policy Document for Nigeria – 2022-2027.

He also served as the Permanent Secretary, Federal Ministry of Youth and Sports Development, where he championed the establishment of the Nigeria Youth Investment Fund, a 75 Billion Naira ring-fenced fund for youth development (the first of its kind in Nigeria) and the reclassification of sports from recreation to business, both gained the approval of the Federal Executive Council. He also served as Co-Chair (Public Sector) Steering Committee and Sports Industry Working Group on the development of the National Sports Industry Policy 2020.

He was Permanent Secretary of, the Political and Economic Affairs Office, Office of the Secretary to the Government of the Federation (OSGF), where he doubled as Chairman National Authority on Chemical & Biological Weapons Convention (NAC&BWC), and Nigeria’s Representative to the Organisation for the Prohibition of Chemical Weapons.

Mr. Aduda has also held management and directorial positions in the Office of the Head of the Civil Service of the Federation (OHCSF). He was instrumental to the conceptualization and execution of the Federal Civil Service Strategy and Implementation Plan 2017 -2020 (FCSSIP 2020) as Team Lead, while he served as Director Civil Service Transformation Department.

He also was Director, Economic Research and Policy Management with the Federal Ministry of Finance; Head of Strategy and Reorientation at the Economic and Financial Crimes Commission (EFCC).  In addition to this, Mr. Aduda worked as the Special Assistant on Special Projects & Millennium Development Goals (MDGs) to the Minister of the FCTA, Head of Governance Research and Consulting at the INTEGRITY Organization, Commissioner (Executive Member) at the Independent Corrupt Practices and other Related Offenses Commission (ICPC), Research Officer Institute for Peace and Conflict Resolution (IPCR) now under the Ministry of Foreign Affairs and Research Officer Nigeria Building and Roads Research Institute, Federal Ministry of Science and Technology.

Mr. Aduda has leveraged his position as Chairman of the Ministerial Technical Committee on the implementation of the Nigeria Youth Investment Fund (NYIF), and Public Sector Lead and Co-Chairman, of the Steering Committee on the development of the National Sports Industry Policy 2020 in propelling youth empowerment and sports development initiatives. He championed the overhaul of the Integrated Financial & Economic Management Information Systems and created a macro-econometric revenue forecasting model to help develop actionable financial insights for oil revenue forecasting. He served as a Member of the Committee on Enterprise Culture and Commercial Orientation in Public Service, the Presidential Audit Committee of the Nigerian Export Supervision Scheme, the National Nuclear Energy Programme Implementation Committee, the National Economic Management Team (NEMT) Sub-Committee on Port Reforms, and Expert Group on Promoting the United Nations Convention Against Corruption (UNCAC).

Mr. Aduda has also been at the forefront in the fight against corruption, supporting the review and retrieval of the $500M Abacha Loot, developing a project memorandum for the Security, Justice, and Anti-Corruption Reform Programme in Nigeria (2010 – 2015), and contributing to the ethics and code of conduct training materials for the Nigerian Public Service and the Judiciary. His other accomplishments span several sectors, industries, and parastatals.

Mr. Aduda has a BSc. from the University of Jos, a Master’s Degree from the University of Ibadan, and a Postgraduate Certificate in Corruption Studies from the University of Hong Kong. He has also attended many training courses locally and internationally, including the “Implementing Public Policy Executive Education Program” at the Harvard Kennedy School.
