Downstream Department

 The Downstream Department is one of the three technical Departments recently created in the Ministry with the mandate to supervise, monitor and formulate policies in the Downstream Sector in line with the Oil and Gas global best practices as well as ensuring that Government gets the maximum benefit from the Industry.

The Downstream is one of the three Sectors of the Oil and Gas industry in Nigeria. It involves the distribution, marketing and utilization of petroleum products (fuels and lubricants products). The sector is saddled with the responsibility of bringing usable products (finished products) to end users and consumers.

The functions of the Department, among others include:

I.     Ensuring synergy in the Downstream operations of the statutory Agencies of the Ministry through coordinative tactics.

II.     Encouraging private sectors participation and diversification of petroleum products.

III.     Process complaints and petitions from aggrieved stakeholders and investors in the Downstream Sector for effective service delivery.

IV.     Budget preparation for effective planning of the activities of the Downstream Department.

V.     Other issues as may be directed by the Honourable Ministers and Permanent Secretary.

 

Director, Downstream Department

Mr. Mohammed Mohammed Abubakar hails from Damaturu, Yobe State. He was born on 15th January, 1969. He holds a Bachelor of Arts (BA) Degree in History from the University of Maiduguri in 1989. He observed his mandatory one year National Youth Service Scheme (NYSC) in Katsina State between 1989 and 1990.

After National Service, he started his Civil Service career in 1991 as a Grade Level 08 officer. He worked in some agencies and later transferred his services to the Mainstream Civil Service in 1999 precisely at the office of the Head of Civil Service of the Federation (OHCSF) and rose steadily through the ranks to the position of Director.

In the course of his career, he held very important positions which among others include State Secretary of Programme at National Poverty Eradication Programme in Kebbi and Borno State. He also worked in Federal Ministry of Power as Director Human Resource Management before his redeployment to Ministry of Petroleum Resources as Director, Downstream.

Mr Mohammed Mohammed Abubakar is widely travelled and is married with children. ​
