Planning, Research & Statistics Department
The Department of Planning, Research and Statistics is one of the three Common Services Departments and is responsible for the formulation and implementation of policies for regulating and supervising activities in the Oil and Gas Sector of the Nigerian Economy. The Department also conducts research studies and surveys into identified and approved policies, programmes and projects in the sector. The Department has two Divisions that are headed by Deputy Directors. They are Planning, Monitoring and Evaluation (PME) and Research and Statistics (R&S). The Research and Statistics supervises the Library and ICT Units that are headed by Assistant Directors.
ACTIVITIES/FUNCTIONS OF PLANNING, RESEARCH AND STATISTICS DEPARTMENT
The PME Division is saddled with the responsibility of facilitating the Planning Policy of both the Ministry and its Parastatals, It is also mandated to monitor projects under the Ministry and its Agencies and it is also in charge of relations with International Bodies as well as Bilateral and Multilateral relations in the area of Oil and Gas. The research and Statistic Division conducts research studies and surveys into identified and approved policies, programmes and projects in the sector and handles all statistical activities of the Ministry including functions relating to the African Petroleum Producers’ Association (APPA). The Division also handles the Library and ICT need of the Ministry.
The following are some of the activities of the Department:
i. Establishment of the Nigerian Petroleum Data Centre (NPDC) to serve as one-stop shop in the collation, coordination, harmonization and dissemination of credible oil and gas data. The 1st and 2nd Phases have been completed with the acquisition and installation of hard and software. The 3rd phase, which is outstanding, is aimed at developing its content database;
ii.The Ministry is currently participating in the following Inter- Ministerial, Joint and Bi- National Commissions with Brazil, Pakistan, South Korea, Kenya and Cameroon. It is in a Joint Development Authority with Sao-Tome and also relating with other International Organization like Organization of Petroleum Exporting Country (OPEC) with the Honourable Minister of Petroleum Resources (HMPR) serving as the President of OPEC and the Permanent Secretary as Nigeria Governor of OPEC
iii. As one of the founding fathers, Nigeria has been actively playing a key role in all the activities of the Association over the past years. In fact, after the Cote d’voire March 2015 Statutory meetings, Nigeria has been appointed as the President of the Association for the current year;
iv.The Department developed and played coordinating role in preparing progress Report/Ministerial Press Briefing which among other things is meant to educate the public of Achievements in the oil and gas sector during the period under review
v. Stockpiling of relevant books and E- Library for effective researching and E- Governance for enhanced effectiveness
vi.The Ministry embarked on projects monitoring exercise to its Agencies and Parastatals. The exercise covered projects executed/on-going between 2013/2014 fiscal year.
