The creation of the Ministry of Petroleum Resources was necessitated by the need to develop and implement sound policies that will serve as a back bone for the rapid development of the then burgeoning oil and gas sector. The Ministry is saddled with the responsibility for the articulation, implementation and regulation of policies in the Oil and gas Sector. It also exercises supervisory role over the operators and stakeholders, to ensure compliance with all applicable laws and regulations in the Oil and Gas.

The Consultative Committee on Petroleum Statistics (CCPS) was set up by the Ministry of Petroleum Resources to ensure uniform standard, methodology and the harmonization of data on oil and gas from Nigeria. Its membership comprises its data generating Department/Agencies such as Department of Petroleum Resources (DPR), Nigerian National Petroleum Corporation (NNPC), Nigerian Nuclear Regulatory Agency (NNRA), Petroleum Technology Development Fund (PTDF), Petroleum Equalization Fund (PEF), Petroleum Product Pricing Regulatory Agency (PPPRA), Petroleum Training Institute (PTI), Nigerian Content Development Management Board (NCDMB) and other stakeholders such as the Central Bank of Nigeria (CBN), the Nigerian Custom Service (NCS), Federal Ministry of Industry, Trade and Investment (FMITI), the National Bureau of Statistics (NBS) and Energy Commission of Nigeria (ECN) with the mandate to ensure a uniform and standardize data from Nigeria. The Committee holds its meetings on rotational basis within its Member Organization on quarterly basis.
